NOTICE OF EXPRESSION OF RELATIVE INTEREST
Recruitment of a consultancy firm for the detailed development of preliminary projects (APS) and the realization of detailed projects (APD), environmental and social impact studies (EIES) along with environmental and social management plans (PGES), tender documents (DAO), for the monitoring and control of the construction works of fishponds and related infrastructures, on behalf of the Agricultural Infrastructure and Accessibility Development Project in the Lower and Middle Ouémé Valley (PDIAD-BMVO).

PROJECT DESCRIPTION
1. Type of contract
The contract is a unit price contract.
2. Description of the contract
As part of the implementation of the PDIAD-BMVO, the installation of one hundred (100) fishponds of dimensions to be specified by the studies is planned across seven (07) sites to be identified next to the rice irrigation areas or any other location indicated within the project's intervention municipalities, which include the municipalities of Aguégués, Adjohoun, and Dangbo. These will be distributed between 10 to 15 ponds per site, located in the same area as the irrigated perimeters. The ponds will be constructed with varying dimensions and surface areas, as specified by the study, with a depth ranging from 1.2 to 1.5 meters. Additionally, accompanying infrastructure will be constructed, including:
(i) The construction of seven (07) warehouses (one per site) with a capacity of 100 tons each (L = 10 m, W = 8 m, and H = 3.5 m) for the storage of operational materials and equipment (nets, hoes, machetes, dip nets, etc.),
(ii) The construction of seven (07) sheds (one per site) of 300 m² (L = 20 m, W = 15 m, and H = 3.5 m) to house the equipment for the feed production facility (crusher/mixer, pelletizer, extruder, dryer),
(iii) The construction of seven (07) hatcheries, one per site, (pools of 2m², 4m², 6m², and 24m², an operation table, a cabinet), supplied by boreholes with pumping systems powered by photovoltaic energy,
(iv) The construction of water intake and drainage canals,
(v) The supply of fourteen (14) high-capacity diesel pumps (4 cylinders and liquid-cooled), two (02) per site,
(vi) The construction of seven receptacles (one per site) with a capacity of 4,000 m³ to collect the drainage water from the fishponds;
The project also plans to build other infrastructure related to the developments and the promotion of fish farming. These include:
(a) Travaux de construction d’une unité de fumage ;
(b) Construction works for cold rooms with sheet and cardboard tunnel, units for flake ice production, and packaging facilities;
(c) Construction works for one (01) fresh fish marketing center in the valley and storage units for fresh vegetables in Adjohoun, Dangbo, and Aguégués.
For these various developments, a qualified consulting firm or engineer will be hired to carry out the studies and ensure continuous monitoring of the works. The services of this contract include the detailed design of the preliminary studies (APS), the completion of the final design studies (APD), and the supervision and monitoring of the construction works for the fishponds and associated infrastructure as part of the implementation of the PDIAD-BMVO. The consulting firm will be responsible for the following tasks:
Deepening of the Preliminary Design Studies (APS) and the completion of the Detailed Project Design Studies (APD);
- Deepening of the Preliminary Design Studies (APS) and the completion of the Detailed Project Design Studies (APD);
- Technical control;
- Geotechnical control;
- Administrative and financial control;
- Verification and monitoring of the implementation by the company of the environmental and social compensation measures and provisions.
3. Number and title of lots:
Single lot.
4. Maximum budget:
The estimated budget for this mission is one hundred and twenty million (120,000,000) CFA francs excluding taxes.
CONDITIONS OF PARTICIPATION
5. Eligibility
Participation in the expression of interest is open to legal entities, provided they are not subject to an exclusion situation as specified in paragraph 7 below.
6. Number of Expressions of Interest
A bidder may submit only one expression of interest for the single lot.
Any bidder who submits more than one expression of interest for the single lot, either individually or in a consortium, will be disqualified.
7. Exclusion Situations
In the submission form, bidders must submit a signed declaration, included in the standard submission form, stating that they are not in any of the situations mentioned in point 2.2.2 of the Procurement Procedures Guide and rules for awarding contracts funded by the West African Development Bank.
8. Subcontracting Possibilities
No subcontracting is allowed under this contract.
PROVISIONAL CALENDAR OF OPERATIONS
9. Expected Start Date of the Contract
The estimated start date for the services is June 2025.
10. Implementation Duration of the Contract
The implementation duration is as follows:
- Phase of deepening of the APS and completion of the APD studies, Environmental and Social Impact Studies (EIES), and Environmental and Social Management Plan (PGES), etc.: 3 months
- Phase of control and supervision of the works: 12 months
It should be noted that the overall duration for the control and supervision services of the fishponds construction works and associated infrastructure will be aligned with the construction works execution and will be tied to the completion of works by the companies.
