SoBAA's Mission for the Development of the Agricultural Sector in Benin
SoBAA works towards the development of the agricultural sector in Benin through a variety of missions.
- Ensure delegated project management, oversee operations, or provide project management assistance in the field of agricultural and hydro-agricultural developments and infrastructure.
- Implement a Support Council and Operator function with the different socio-professional categories and local authorities concerned, directly or indirectly, by large-scale agriculture (irrigation, large plantations).
- Ensure the development of arable land, the promotion of large-scale perennial and annual crops and the securing of agricultural investments.
SoBAA offers a variety of services:
Agricultural project management
These include activities such as:
- The development of agricultural planning policies and strategies;
- Carrying out feasibility studies (Preliminary Design Summary – APS);
- Designing plans and technical documents (Detailed Preliminary Design – APD);
- Developing the work programme;
- Managing budgets and funding;
- Preparing consultation documents;
- Selecting service providers and coordinating stakeholders;
- Managing timelines and costs;
- Overseeing and approving works (integration versus outsourcing);
- Controlling quality and compliance;
- Monitoring the ESMP (Environmental and Social Management Plan).
Agricultural development works
SoBAA aims to actively contribute to improving the management and productivity of agricultural land in Benin.
The goal is to optimise the use of natural resources (water, soil, climate) while preserving the environment.
The aim here is to increase agricultural production, reduce risks related to climate variability, and ensure sustainable land management.
These works include:
- Hydro-agricultural development: irrigation, drainage, construction of dams or canals.
- Soil conservation: terracing, anti-erosion hedges, reforestation.
- Land improvement: clearing, levelling, correcting soil acidity or salinity.
- Agricultural infrastructure: rural roads, fencing, crop storage, farm buildings.
- Improvement of grazing and pastures: rehabilitation of meadows, planting of forage species.
The management of large plantations
This includes all activities from production management to sales, including harvesting, human resources, etc.

Management of hydro-agricultural areas
These services include the operation and maintenance of hydro-agricultural infrastructures,agronomic support, and facilitating access to inputs and markets for agricultural operators within the area.
In this context, SoBAA ensures:
